I am very pleased to report that the BC Collector Car Council has been successful in its efforts to have the "Collector Plated" vehicle emission testing program modified.

A new testing procedure will be put in place in the next few months. It will consist of an idle "only" test. It will be performed as a two speed idle test to a maximum of 1500-RPM. This new testing procedure will still be effective in identifying problem vehicles that need repair, however, vehicles that are tuned properly and are performing as they were produced at the factory should be able to pass this test. The Dyno portion of this test procedure has been removed in the interests of safety.

This new test procedure will be applied equally to both modified and stock collector plated vehicles.

THIS IS A SIGNIFICANT STEP FORWARD. All other criteria remain unchanged. The Air Care Council is currently developing a protocol designed to address the identification of Collector Plated vehicles for which the current standards are to high.

We have been encouraged and delighted by the excellent working relationship that has been established in dealing with Martin Lay, CEO of Air Care emission testing and his staff. They have been understanding and professional in every way.

BILL C-32 UPDATE----February 20,2002

Ladies and Gentlemen,

Ron Price-Jones is the legal counsel for the NAAACCC. He is a dedicated automotive hobbyist who lives in Saskatchewan, Canada.

I am forwarding his email information release as an "early wake up call."

Please read it carefully and make no mistake, this is not a "cry wolf" scenario. In British Columbia, the Air Care requirements were increased last year. Many collector plated vehicles were not able to pass these new requirements. I am pleased to say that a very good working relationship was established with Air Care in BC and that both sides have made a significant effort in coming together. The Air Care committee under the direction of Mr. Martin Lay, CEO, has been a delight to work with. They have been informative, caring and very professional.

Bill C-32 is the driving force behind the type of potential legislation illustrated in the Ron Price-Jones email. This Bill is federally mandated and will require all of the Provinces to take some form of action to show they are taking an active role in reducing emissions. (motor vehicles are only one area of concern)

Saskatchewan is a prime example of what is to come in the very near future! Please understand Bill C-32 does not target Vintage Vehicles or Collector vehicles. It targets ALL vehicles that do not meet a specific emission standard. It also targets every other form of green house gas emissions. Our recent NAAACCC survey indicates that collector vehicles are driven less than 500 miles per year. The NAAACCC views this mileage as insignificant in relation to other existing forms of pollution. Our significant financial and historical contributions to our local communities more than offset our minimal emissions.

I would suggest that each Province will adopt its own agenda in conforming to future federal requirements. Therefore, it is extremely important that you as Collector Vehicle enthusiasts set up a carefully selected group to deal with your Provincial Government and Clean Air committees. You should be trying to establish a good working relationship with the Clean Air groups who are meeting now with your Provincial Government. In most Provinces, Air Care or Clean Air discussions are taking place now!

Don't get caught up in the Bureaucracy of Bill C-32. I urge you to form a good working relationship at your Provincial Government level.

The Government of Canada recently announced that "Regina, Saskatchewanis 'Cooling Down the City' by encouraging residents to help reduce the community's greenhouse gas emissions to 20% below 1990 levels by 2005.

The city is sponsoring events such as vehicle emission clinics and 'Find Other Way Days' to encourage residents to walk, cycle or take the bus."

No mention, of course, about getting IPSCO to cut back on their emissions.

Regina is a member of the Federation of Canadian Municiplities who, through the Partners for Climate Protection Program, supported by the Climate Change Action Fund, are taking the lead in reducing emissions. Rather than taking hours on line, sorting through their web site, www.ec.gc.ca/ecoaction/index_e.htm, seperating the Bull from the Durham, could you get us a description in layman's language of what, exactly, Regina is proposing to do by way of those "vehicle emissions clinics".

Is this the beginning of the BC situation? I prophesized that in our sparsely-populated Province we would likely see just 2 air-care emissions testing stations, one in Regina and the other in Saskatoon and hobbyists province-wide having to trailer their vehicles there annually to get tested as a condition to licensing. Is this what we have coming?

I have cc'd Doug Keith and Don Miller as they are both also residents of Regina and may have picked up on some details - and Tom Woodhouse and John Carlson to inform NAAACCC.
